In a House Subcommittee on Financial Institutions and Consumer Credit hearing, Federal Reserve Chairman Ben Bernanke confirmed fears about the exemption for small financial institutions, stating that it may not be effective in the marketplace. FDIC Chairman Sheila Bair concurred.
