“Federal Reserve Chairman Ben Bernanke suggested Thursday that pending limits on debit card fees could adversely affect small banks, and maybe even drive some to fail, if they are not properly exempted. Specifically, he said that if a designed exemption for banks with less than $10 billion in assets does not prove effective, the revenues of smaller institutions would take a hit, and some might not be able to recover.”
